IT Strategy - what is it, and does it matter?

In most organisations the IT Strategy is something laid down by technology leaders, it is often driven by IT industry fashions, fads, and what other IT departments in other businesses are seen, believed or rumoured to be doing. In most organisations it has little convergence with the needs of the business, and it is rarely understood by the business leadership.
